BACKGROUND OF THE PROJECT

A workshop on SWM and plastic waste management was held on 8th January 2016 to understand the impact of such waste on the environment and the community as a whole. The various ULBs who had initiated the campaign were enrolled to share their experiences so that the conclusions of the workshop are understood and replicated by other Municipalities. The misconception regarding recycling of plastic bags was to be understood through the facilitator of the Plastic recycling Plant at Kathgodam. The managerial aspect of the programme was to be shared by the representative form IIT Roorkee.

OBJECTIVES OF THE PROJECT

The objective of the project was to emulate the best practices in SWM by the Municipalities by adopting holistic approach to address the various issues that confront the Nagar panchayats and the Nagar Palikas on a day to day basis. The idea of only taking of plastic bags and the waste as a whole was to be highlighted during the course of the work shop so that the E.Os circulating IEC pamphlets just do not talk about plastic bags but waste as a whole. Composting and bio-gas generation were to be addressed as a priority areas for the Executive Officers.

COMPONENTS OF THE PROJECT

The project envisaged experience sharing of various executive officers of the ULBs who had initiated a comprehensive SWM programme in their municipalities. The commercial model of Compactor operation at Joshimath, Chamoli, Gauchar, Srinagar etc. were an eye opener in the field of plastic waste management. The recycling plant at Kathgodam and its visual presentation highlighted that how plastic bags are recycled into HDPE pipes thereby eliminating such waste from the waste stream once for all. The SWM success stories of Lalkuan, Muni-ki-Reti, Doiwala etc. were also shared by the respective Executive officers with the participants.

TARGET AREA AND TARGET GROUPS OF THE PROJECT

The Target area were urban local bodies and the executive officers who are mandated under SWM and Plastic Waste Management Rules 2011 comprised of the core group in the workshop. Besides, the importance of Community participation was highlighted as an essential requisite for the success of any waste management programme.

FUNDING AGENCY

The programme was funded by Uttarakhand State Council for Science & Technology (UCOST), Department of Science & Technology, Government of Uttarakhand, Dehradun, Uttarakhand.

COST OF THE PROJECT

The project was sanctioned by UCOST in the year 2015 vide sanction order No. UCS&T/Workshop/15-16/10363 dated 04.12.2015.
