GIM PROJECT

(Preparation of Perspective Plans and Micro Plans under Green India Mission (GIM) Project of Uttarakhand Forest Department for Ten Urban and Peri Urban Cities in Uttarakhand)

BACKGROUND OF THE PROJECT

The National Mission for a Green India is one of the eight Missions under the National Action Plan on Climate Change (NAPCC). The Green India Mission (GIM) has been conceived as a multi-stakeholder, Multi-Sectoral and Multi-Departmental Mission. GIM recognizes that climate change phenomena will seriously affect and alter the distribution, type and quality of natural resources of the country and the associated livelihoods of the people. GIM puts the “greening” in the context of climate change adaptation and mitigation, meant to enhance ecosystem services like carbon sequestration and storage (in forests and other ecosystems), hydrological services and biodiversity; along with provisioning services like fuel, fodder, small timber and NTFPs.

It aims at increased forest/tree cover on 5 m ha forest/non-forest lands, improved quality of forest cover on another 5 m ha forest/non- forest land, improved ecosystem services, increased forest based livelihood income of about 3 million households and enhanced annual CO2 sequestration. In the state of Uttarakhand, as a part of Green India Sub-Mission 3, the Perspective Plan for Urban, Peri-Urban areas of Uttarakhand is to be formulated. HIFEED was given the assignment to get data and information to make a Perspective Plan for Urban forestry in selected 10 cities. The activities proposed by the Forest Department is the conservation of existing greenery and development of urban greenery in the industrial premises, institutional lands, community/public lands, residential colonies, roadsides, railway lines, other barren & degraded lands. It is envisaged to cover about 2000 hectares of land in these cities.

OBJECTIVES OF THE PROJECT

  • To find the total geographical area of each of above 10 cities and find the areas available for Plantation/Greening. The areas to be included are Municipal Corporations/Municipalities and also Cantonment Boards.
  • To find the ownership of land in broad categories for 10 cities- say-residential area, institutional area, industrial area, public land (under State Government, Central Government, local authority), any other-e.g. School, Trusts, etc., where plantations can be done.
  • To plot major roads, railway lines, canals passing through 10 cities, which has potential for greening/plantations.
  • To look into the green zones proposed by statutory authorities (town planning authorities) for 10 cities along with maps.
  • To get specific information through field survey on basis of reconnaissance of the 10 cities to now the area available for plantation/greening and also find if any existing green belts needing protection/enhancement.

 COMPONENTS OF THE PROJECT

 An Urban Forest Master Plan is a road map, providing detailed information, recommendations, and resources needed to effectively and proactively manage and grow a city’s tree canopy. More importantly it provides a shared vision for the future of the urban forest to inspire and engage stakeholders in the care and protection of trees. HIFEED provided the following information in the perspective plans for the 10 cities mentioned above, after getting the following information from primary and secondary sources.

  • Maps with depiction of major potential sites for greening and a tabular statement of major actors to be involved.
  • Main blocks available for tree planting with ownership especially industrial premises, institutional areas.
  • An estimate of other institutional/administrative areas which are smaller in size (the number and average area available with them for greening). These could be given in different sub-categories, like schools/colleges, Government offices, etc.
  • Public access/utility places e.g. parks, gardens with the local authorities and the scope for further greening those.
  • Road sides/railway lines/canal banks/river embankments available for linear planting and indication of number of trees to be planted say per km. length.

 TARGET AREA AND TARGET GROUPS OF THE PROJECT

 The target area of the project was 10 Urban and Peri-Urban Cities of Uttarakhand. Target groups of the project was general public of the Cities.

 FUNDING AGENCY

The project is funded by NABARD Consultancy Services (NABCONS/NABARD), Dehradun/ Department of Forest, Government of Uttarakhand, Dehradun.

 COST OF THE PROJECT

The project was sanctioned by Forest Department during the year 2013. Total cost of the project sanctioned by Forest Department for twenty days was Rs. 1,87,500.00
