CONDUCTING DATA COLLECTION AND DATA ENTRY FOR E-TRACKING SYSTEM FOR PMEGP UNITS OF KHADI & VILLAGE INDUSTRIES COMMISSION (KVIC)

INTRODUCTION AND BACKGROUND OF THE PROJECT

The Ministry of Micro, Small & Medium Enterprises, Government of India, has launched the Prime Minister’s Employment Generation Program (PMEGP) to promote entrepreneurship and employment in rural and urban areas. The PMEGP is being implemented through various agencies such as KVIC, KVIBs, and DICs. Due to the anticipated large number of projects under PMEGP and inadequate staff, the Ministry proposes outsourcing the activity to competent agencies with the required capacity and infrastructure facilities to ensure professional implementation. The primary objective of the proposed assignment is to enable PMEGP beneficiaries to view the current status of their application from anywhere in the country at any time. The system will provide effective monitoring of the scheme at different levels by implementing agencies, nodal agencies, and the Ministry.

The proposed system will also generate various reports required from time to time, including district-wise and state-wise progress of the scheme, participation of social categories and genders, beneficiary project size and name, and more. This will assist in generating acknowledgment/forwarding letters and top sheets for DLTFC, and will provide transparency from the receipt of the application to the final disposal. The proposed web-based application system will feature an auto-generated application ID, scalability, security, and controlled access for implementing and associated agencies. Additionally, it will provide up-to-date information on all implementing agencies, nodal banks, EDP training centers, meeting schedules and locations for DLTFC, and information on venues and dates of EDP training.

AIMS AND OBJECTIVES OF THE PROJECT

1. Establish an online platform that empowers PMEGP applicants to conveniently access and track their application status using a unique applicant ID.

2. Develop a comprehensive reporting system capable of generating tailored reports for monitoring purposes at various levels, encompassing district-wise, state-wise, zone-wise, and national scopes.

3. Encompass a wide array of detailed reports, including insights into under-process and pending applications, rejection reports accompanied by relevant remarks, Task Force Committee recommendations, and more.

4. Include meticulously compiled data pertaining to bank-wise forwarding, sanctioning, rejection, and applications that are pending review.

5. Offer a wealth of information encompassing the release and adjustment of margin money (government subsidy), specifics of Entrepreneurship Development Program (EDP) training, project categorization based on industry groups, and employment statistics.

6. Generate reports that delve into gender-based and social category-based analysis, financial range-wise breakdown, and the efficacy of backward and forward linkages.

7. Factor in agency-specific details to ensure comprehensive insights during review meetings.

8. Craft tailor-made acknowledgment letters for applicants, further enhancing the user experience.

COMPONENTS AND ACTIVITIES OF THE PROJECT

1. Develop a comprehensive E-tracking system for the Khadi and Village Industries Commission (KVIC), founded on an in-depth baseline survey and study, encompassing data collection, entry, analysis, and compilation.

2. Facilitate a seamless tracking process for applications submitted under the Prime Minister’s Employment Generation Programme (PMEGP) from initial submission to final disposal.

3. Architect the system to establish a unique applicant ID for seamless online tracking and status verification of submitted applications.

4. Construct a robust framework capable of generating tailor-made reports, spanning district-wise, state-wise, and national-level data representation across various dimensions.

5. Ensure that the generated reports provide insights into multiple facets, including under-process or pending applications, rejection reports supplemented with relevant remarks, Task Force Committee recommendations, bank-specific forwarding and sanction details, and more.

6. Include meticulously compiled data encompassing bank-wise details regarding margin money release and adjustment, information about Entrepreneurship Development Program (EDP) training, and comprehensive reports categorized by gender and social categories.

7. Employ the system to produce personalized acknowledgment letters for applicants, enhancing their experience and engagement.

8. Engineer a web-based, scalable, and secure platform with controlled access, ensuring that relevant implementing agencies can effectively utilize the system.

9. Provide up-to-date and accurate information about various aspects, such as implementing agencies, nodal banks, Entrepreneurship Development Program (EDP) training centers, District Level Task Force Committee (DLTFC) meetings, and comprehensive EDP training details.

TARGET AREA OF THE PROJECT

The project is designed to encompass the entirety of Uttarakhand, spanning across all 13 districts, as its designated target area.

TARGET GROUPS AND BENEFICIARIES OF THE PROJECT

The project’s beneficiaries consist of the youth population of Uttarakhand who fall under the purview of the Prime Minister’s Employment Generation Program (PMEGP) administered by the Khadi and Village Industries Commission (KVIC).

FUNDING PARTNER OF THE PROJECT

The funding partner of the project was the Khadi and Village Industries Commission (KVIC), Ministry of Micro, Small & Medium Enterprises, Government of India, Dehradun, Uttarakhand.

OUTCOMES AND ACHIEVEMENTS OF THE PROJECT

The successful implementation of the E- Tracking System has resulted in the following outcomes and achievements:

1. A web-based E-tracking system has been developed for KVIC to enable tracking of PMEGP applications from the point of application submission to final disposal.

2. A unique applicant ID has been generated for each PMEGP application, allowing applicants to view their current application status online.

3. Customized reports have been generated as required for monitoring purposes, including district-wise, state-wise, and national-level data on various aspects of the application process.

4. Customized acknowledgment letters have been generated for applicants, tailored to their specific information and details provided during the application process to improve their experience and establish a positive relationship.

5. The E-tracking system has been made scalable and secure with controlled access for implementing and associated agencies.

6. Up-to-date information on all implementing agencies, nodal banks, EDP training centers, meeting schedules and locations for DLTFC, and information on venues and dates of EDP training has been made available through the system.
